Fortunately, there is a growing campus movement protesting these attacks on access. To link students and others involved, the Center for Campus Organizing has set up an e-mail discussion list called CAN-ER (Campus Activists' Network, Educational Rights).
With greater public attention paid to education issues, President Clinton and the Democratic leadership are recommending significant new federal spending for higher education. However, the bulk of Democratic proposals are new tax breaks that will benefit mostly middle-class students attending higher-priced institutions, and do nothing to increase access for those who have the least ability to pay.
On the other side, Republicans are starting to focus on high tuition, but have yet to propose long-term solutions. And a proposal to add $35 billion to Pell Grants, by Sen. Paul Wellstone (D-MN) and Rep. Jim McGovern (D-MA), is gaining momentum.
