What's the Truth?

"To balance the budget in 7 years, Congress and the President have mandated annual reductions in non-mandatory ("discretionary") government spending.

The FY97 budget approved on September 30 increased military spending, forcing large reductions in the total amount of civilian spending to achieve deficit goals.
